Loucks & Jacobs (1991) present the problem of tour scheduling and task assignment of a heterogeneous work force as a binary integer program. Their formulation is not consistent with their problem description, where split-shifts are not permitted and the possibility of noncontiguous periods of the temporal availability of a worker is not excluded. In this paper we focus on a representative binary formulation of a shift, which also complies with these conditions. The resulting formulas can serve as a model component, which can be integrated effortlessly in varying applications, in particular those of Loucks & Jacobs (1991).
